PROJECT UPDATES:

November 2016 - Project Update

Rubyanna Wastewater Treatment Plant:

The largest of the concrete pours were completed in the first week of November.  A total of 690 cubic metres of concrete has been poured over three mornings.  The contractor started in the very early hours of the morning to finalise the pours before peak traffic.  Truck drivers operated at reduced speeds and were asked not to use engine breaks during deliveries to minimise noise nuisance for residents.   Both the Bioreactor slab and the Aerobic Digester slab have now been poured; these being the largest elements of the concrete pours.  Council thanks residents for their patience and understanding with the night time works.

Formwork has been constructed for the walls of the Digester and MBR.  Concrete has been poured for the Digester walls; approximately 74 m x 5.5 m high x 400 mm thick.

 


Burnett River Discharge Pipeline:

Conveyance pipes have been installed within the enveloper pipes under the river bank.

The outfall diffuser piles have been installed to support the diffusers .  The barge is no longer required.

Construction of the land based manhole and air release structure is underway.  Construction is on schedule and practical completion is expected by January 2017.

 

October 2016 - Project Update

Rubyanna Wastewater Treatment Plant:

Concrete pourings begun this month.  Half of the aerobic digester floor was poured on the 24 October 2016.  The membrane bioreactor slab is being prepared for concrete pour.  Additional concrete pours are scheduled for the 31 October - 1 November 2016.

 
 

Burnett River Discharge Pipeline:

Specialist contractor, Brady Marine & Civil Pty Ltd has installed two enveloper pipes between the bank and the discharge site within the main river channel.  A piling barge has been established in the Burnett River to drive piles into the river bed to support the discharge pipework.  Once the piling is complete, the discharge pipe will be sunk and divers will connect it to the land based pipeline.

Continuous access to the Strathdees Road Boat Ramp will be maintained througout the project.  The construction works in the Burnett River will not prevent boats from accessing this boat ramp.

Construction is programed for completion by Christmas 2016; with commissioning programmed for January 2017.

The outfall is required to discharge treated water flows in excess of those which are recycled.  The latest membrane treatment technology will be used to remove all solids on site at the new Rubyanna Wastewater Treatment Plant leaving a very high quality discharge water.  Council anticipates recycling 25% of the treated water for agricultural purposes.  Reuse initiatives reduce the amount of treated water being discharged to the river.  Council will consider other reuse opportunities as they arise in the future.

September 2016 - Project Update

Treatment Plant Site, Rubyanna Road:

The access road has been bitumen sealed this month.

Burnett River Discharge Facility:

August 2016 - Project Update

Treatment Plant Site, Rubyanna Road:

Construction of the access road commenced this month. Gravel has been laid and proof rolled. Construction of the access is progressing well and is expected to be sealed in early September, 2016.

Burnett River Discharge Facility:

Council has engaged a specialist contractor, Brady Marine & Civil Pty Ltd under a $3.9 Million contract to design and construct the River Discharge Facility to operate the new treatment plant.  The design is underway and construction is expected to commence in October, 2016.  For additional information and a plan of the revised location, please follow this link to Project Update Burnett River Discharge Facility Issue 1 - 30 August, 2016.

   

 

July 2016 - Project Update

Treatment Plant Site, Rubyanna Road:

Detailed excavation of the MBR and Digester foundations has been completed. Preparation of foundations with imported fill has commenced. Rock crushing on site is continuing.

Blinder slabs were poured for both the Digester and MBR on the 27th and 28th July.

Stripping of the top soil has commenced for the access road, off Rubyanna Road in preparation for earth works.

Regional Pump Station, Alexander Street:

The electrical transformer has been installed and connected to Ergon Energy.

Pipework to connect existing sewer pressure mains in Alexandra Street, East Bundaberg to the new regional pump station has been completed.

 

June 2016 - Project Update

Excavation underway
 


 

Excavation has commenced for the Digester and the embankment has been excavated and prepared for the Solar Array.
 
Excavation has commenced for the bioreactor, the largest structure in the new treatment plant. The excavation is down to the required depth in one corner and progressing well. A crusher has been established on site.



Earthworks have commenced for the new Rubyanna Wastewater Treatment Plant

Both the new wastewater treatment plant site and the access road off Rubyanna Road have been stripped in preparation for construction. Berajondo Earthmoving and Haulage have been contracted to undertake the earthworks. Major earthworks commenced on 2 June 2016.

Minister for Agriculture & Fisheries and Member for Bundaberg, the Hon Leanne Donaldson MP, joined Mayor Dempsey, Councillors and the Community Reference Group members on site at Rubyanna Road to witness the start of construction.

 


 

May 2016 - Project Update

Construction Starts on Rubyanna Wastewater Treatment Plant
The contractor, Downer Utilities Pty Ltd has established on site at the new regional pumping station, East Bundaberg and Council staff have been installing the infrastructure ready for the cut in to join East Bundaberg sewer mains to the Rubyanna sewer infrastructure. Downer has received Operational Works approval to start construction and will be on site at Rubyanna Road in May to prepare the site for excavation. Construction of civil works is expected to commence by the end of May 2016.

 

Burnett River Discharge Facility (Outfall)

 

The River Discharge Infrastructure will provide the point of discharge required to operate the new Rubyanna Wastewater Treatment Plant.

Subsequently, Council procured additional technical reports to facilitate design and costings and re-tendered for this work. These Tenders close on 3 May 2016 and Council expects to let a contract by June 2016.

The discharge infrastructure will include the installation of a pipeline and diffuser arrangement. The pipeline will extend into the deepest part of the river between Strathdee’s Road Boat Ramp and Bundaberg Sugar’s cable crossing. Twelve risers from the diffuser will be installed just above the river bed at an average depth of approximately 12m. This will necessitate the restriction of anchorage, trawling and netting in the immediate vicinity to protect this infrastructure. The project site was selected in view of the naturally high velocities at this point in the river which will assist in dispersing the treated water. Rapid disbursement is desirable even though the wastewater will be treated to a high standard.

An additional update will be posted once the new tender bids have been assessed and a decision reached on letting the contract.

December 2015 - Project Update

Burnett River Discharge Facility (Outfall)

Council has called tenders for the design and construction of the Discharge Facility to operate the new Rubyanna Wastewater Treatment Plant. The Discharge Facility will be located between Bundaberg Sugar's Ferry Cable Crossing and Strathdee's Road Boat Ramp. Tenders close 22 December 2015. Council expects to award a tender by early February 2016. Construction is expected to commence in April 2016 and is scheduled for completion by September 2016. (Dates are indicative and subject to change).

The discharge infrastructure includes the installation of a pipeline and diffuser arrangement. The pipeline will extend into the river bed and 12 risers from the diffuser arrangement will protrude some 500 mm above the river bed in an average depth of 14 m high water. This will necessitate the restriction of anchorage, trawling and netting in the immediate vicinity to protect the new infrastructure. The project site was selected in view of the naturally high velocities at this point in the river which will assist in dispersing the treated water.

Rubyanna Wastewater Treatment Plant will provide a standard of treatment never seen before in our region to meet increased environmental licence conditions. This vastly improved output will provide a significant improvement in the environmental conditions of the Burnett River as the current wastewater plant at East Bundaberg produces high levels of nitrogen and phosphorous which are undesirable for the health of our waterways.

November 2015 - Project Update

Successful Tenderer for Construction of Rubyanna Wastewater Treatment Plant

Council at its Meeting on 4 November 2015, resolved to accept a tender from Downer Utilities Pty Ltd to design, construct, maintain and operate the Rubyanna Wastewater Treatment Plant and Regional Pumping Station. The plant will be built on a greenfield site on Rubyanna Road, above the 2013 flood height. The contract includes Downer undertaking the operations and maintenance of the new plant for a three year period; with an option at Council's discretion, to extend for a further seven years. August 2015 - Project Update

Rubyanna Wastewater Treatment Plant - Stage One

Council has completed extensive consultation in an 'early contractor involvement' phase with the three consortiums short-listed for the plant's construction. Tenders closed on the 4 August 2015 and representatives from Aquatec Maxcon, Downer and John Holland/Trility were invited to present their submissions to the Evaluation Committee. The Evaluation Committee will now commence an in-depth review and assessment of each of the three tenders received to ensure Bundaberg Regional Council secures value for money and quality infrastructure for our region.

Each of the tenderers were requested to submit a Local Industry Participation Plan with their tender to ensure a fair and reasonable opportunity is given to local suppliers and specialist sub-contractors operating in our region.

Council expects to be in a position to award a tender in November 2015. The successful tenderer will be engaged on a design, build, maintain and operate basis.

The Rubyanna Wastewater Treatment Plant will replace the aged and flood-prone facilities in East Bundaberg and facilitate development and economic growth east of the CBD, Port Bundaberg and service new developments along the region’s coastline between Burnett Heads and Elliott Heads.

Rubyanna Pipeline - Strathdees Road and Boat Ramp Now Open

Pipeline testing and reinstatement work on Strathdees Road has been completed and Strathdee's Road is open to traffic. As part of this reinstatement works, Council undertook additional works to improve the turnaround area at the boat ramp.

Rubyanna Pipeline - Project Update (April 2015)

Construction of the $7.4 Million pipeline is on schedule. Hall Contracting have laid the 600 mm dia pressure pipeline along McGill's Road. The second 1200 mm dia pipeline is under construction. The location of the pipeline along Strathdee's Road had to be changed to accommodate proposed works by Bundaberg Sugar. This change in location will result in the temporary closure of Strathdee's Road.

February 2015 - Update

Rubyanna Pipeline Starts

Hall Contracting Pty Ltd, engaged to deliver the Rubyanna Wastewater Treatment Plant Rising Main and Outfall Sewer, will commence pipe laying during the week commencing 16 February 2015. The contract work (valued at $7.4 Million) involves the construction of a 5.4 km 600 mm dia pressure pipeline that will connect East Bundaberg Wastewater Treatment Plant to the new Rubyanna Treatment Plant to be constructed on Rubyanna Road. The second pipeline, a 2.7 km 1200 mm dia outlet pipeline, to transfer treated effluent, will be constructed from the Rubyanna Site to the Burnett River outfall site. Both pipelines will be constructed in tandem by the contractor. The rising main and the outfall sewer have been designed to follow the existing road reserve wherever possible. Works are programmed for completion by 30 June 2015; weather permitting.

Newsletters will be distributed to affected residents to keep the community informed and a representative from Hall Contracting Pty Ltd will contact directly affected residents to discuss any disruptions to access in the week prior to work.

Rubyanna WWTP & Regional Pumping Station - EOI Respondents Selected

Thirteen submissions were received in response to the Expression of Interest (EOI) for Design, Construct, Maintain and Operate (DCMO) Rubyanna Wastewater Treatment Plant (WWTP). The following three respondents were shortlisted to enter the Early Contractor Involvement phase (commencing in February 2015) and be invited to submit a tender in June 2015:

  1. Aquatec Maxcon Pty Ltd
  2. Tenix Australia Pty Ltd
  3. John Holland Queensland Pty Ltd and Trility Pty Ltd (Joint Venture)
Rubyanna Pipeline - Contract Awarded

Hall Contracting have been awarded the contract to construct the 600 mm inlet pipe from the East Wastewater Treatment Plant site to the new Rubyanna site and a 1200 mm outlet pipe from the Rubyanna site to the river outfall. Construction is scheduled to commence mid January 2015 for approximately 5 months; weather permitting. Preliminary site works may commence in December, 2014. Affected residents will be provided with construction updates on the pipeline.

Landscaped Buffer - Completed

The contractor, Lifestyle Solutions has completed the earthworks and tree planting and will maintain the the plants until established. Early planting of this buffer will give the plants nearly twelve months growth before construction commences. Any additional landscaping will be undertaken at completion of the project.

October 2014 - Update

Expressions of Interest Opened for DCMO Rubyanna Plant and Pumping Station

Expressions of Interest opened on the 27 September and closes on the 28 October 2014 for the DCMO (Design, Construct, Maintain and Operate) Rubyanna Wastewater Treatment Plant.

Pipeline Tender - closed and under assessment

The tender to construct pressure main and outfall main for the Rubyanna Project closed on 30 September 2014. Twelve tenders were received and are currently under assessment. Council expects to award this tender by November.

Landscape Buffer update

The landscape buffer work has been awarded to Lifestyle Solutions and is expected to commence soon and be completed by early November 2014.

Expressions of Interest for Treatment Plant opens 27 September 2014 with Industry Briefing Meeting

Bundaberg Regional Council intends to call public tenders on Saturday 30 August 2014 for the construction of 600mm ND pressure main and 1200mm ND outfall main for the Rubyanna Wastewater Treatment Plant Project.

Council also intends to publicly advertise for Expressions of Interest (EOI) for design, construct, maintain and operate the proposed Rubyanna Wastewater Treatment Plant (DCMO) on Saturday 27 September 2014; with an Industry Briefing Meeting to follow.

Whilst these dates are firm, they may change due to unforeseen circumstances.

Forecasted Timeline for Rubyanna Wastewater Treatment Plant Project

May 2014

Additional resources have been engaged to guide Council in delivering its largest infrastructure project to date. Council has appointed Project Delivery Services (John Purcell) as the ECI Facilitator for the Wastewater Treatment Plant component of the project. Council has also appointed Zemek Environmental (Peter Zemek and Geoff Sidoti) as the Technical Advisors for process and mechanical respectively.

The advertisement to call for expressions of interest for Delivery of Rubyanna Wastewater Treatment Plant and Wastewater Pump Station by Design and Construct with Early Contractor Involvement and Extended Operations (3 years with an option for an additional 7 years) is now planned for September 2014 with shortlisting by December 2014. The ECI phase will commence in January 2015 with tenders closing by the end of May 2015.

The design of the pressure main and outfall pipelines is progressing to schedule and Council expects to call tenders in August/September 2014 and award the contract prior to the end of 2014.

Expressions of Interest for the submarine outfall are expected to be advertised in late 2014 with the contract awarded by mid 2015.

Expressions of Interest to be called for delivery of Treatment Plant - project to include Operations

Council has resolved to include 'Operations' in the Rubyanna Wastewater Treatment Plant D&C ECI Scope of Works. At the Ordinary Meeting held on 5 March 2014, Council adopted the following delivery strategy for the Rubyanna Wastewater Treatment Plant:

  • Delivery of Rubyanna Wastewater Treatment Plant and Wastewater Pump Station by Design and Construct - Early Contractor Involvement with Extended Operations (3 years with option for additional 7 years);
  • Delivery of the 600 mm diameter transfer pressure main between East Wastewater Treatment Plant and Rubyanna and the 1200 mm diameter outfall pipeline (land components only) by Traditional Construct to Design;
  • Burnett River Outfall by Design and Construct - Early Contractor Involvement.

Design of the inlet and outfall pipelines has commenced in accordance with the program presented to the industry briefing last December.

In view of thecomplexity and magnitude of the project, Council resolved in accordance with the Local Government Regulation 2012, Chapter 6, Division 2, Clause 228 - to call expressions of interest for Delivery of Rubyanna Wastewater Treatment Plant and Wastewater Pump Station - Design and Construct, Early Contractor Involvement with Extended Operations (3 years with an option for an additional 7 years).
